Hagel supports nuclear arms cuts, then elimination

(AP) ? Chuck Hagel, the likely next secretary of defense, would be the first to enter the Pentagon as a public advocate for sharply reducing the number of U.S. nuclear weapons, possibly without equivalent cuts by Russia. He supports an international movement called Global Zero that favors eliminating all nuclear weapons.

That puts him outside the orthodoxy embraced by many of his fellow Republicans but inside a widening circle of national security thinkers ? including President Barack Obama ? who believe nuclear weapons are becoming more a liability than an asset, less relevant to 21st century security threats like terrorism.

"Sen. Hagel certainly would bring to office a more ambitious view on nuclear reductions than his predecessors," said Steven Pifer, a senior fellow at the Brookings Institution. "While he would likely take a less dramatic position in office, it might not be a bad thing to have a secretary of defense question what nuclear deterrence requires today."

The customary stance of defense secretaries in the nuclear age has been that the weapons are a necessary evil, a required ingredient in American defense strategy that can be discarded only at the nation's peril.

Hagel, 66, takes a subtly different view -- one shared by Obama but opposed by those in Congress who believe disarmament is weakness and that an outsized American nuclear arsenal must be maintained indefinitely as a counterweight to the nuclear ambitions of anti-Western countries like North Korea and Iran.

Hagel argues for doing away with nuclear weapons entirely, but not immediately and not unilaterally.

In a letter to Obama two months after his former Senate colleague entered the White House in 2009, Hagel wrote that Global Zero was developing a step-by-step plan for achieving "the total elimination of all nuclear weapons," but with a "clear, realistic and pragmatic appreciation" for the difficulty of realizing that goal.

Dozens of prominent politicians, diplomats and retired military leaders signed the letter. One month later Obama spoke in Prague of "a world without nuclear weapons," while saying it might not happen in his lifetime. Obama declared that "as the only nuclear power to have used a nuclear weapon, the United States has a moral responsibility to act. We cannot succeed in this endeavor alone, but we can lead it, we can start it."

Hagel, a Republican from Nebraska whose nomination has drawn heated criticism for his past statements on Israel, Iran and gays, is likely to also face questions on nuclear issues at his Senate confirmation hearing scheduled for Thursday. A Vietnam war veteran, he served in the Senate from 1997 to 2009.

The questions actually began last week at the confirmation hearing for John Kerry, Obama's nominee for secretary of state. Sen. Bob Corker, R-Tenn., said he found Hagel's affiliation with Global Zero "very concerning," and he worried that Hagel's views appeared to make him "very different than previous defense leaders."

Kerry said he believes Hagel is a realist on the topic of nuclear arms reductions. But he also acknowledged that when he first heard about Global Zero's central vision ? the elimination of all nuclear weapons ? "I sort of scratched my head and I said, 'What? You know, how's that going to work?'" But then he came to see this as nothing more than a long-range goal ? "it's not something that could happen in today's world."

Hagel, indeed, is thinking long term.

"Getting to global zero will take years," Hagel wrote in the March 2009 letter to Obama on behalf of Global Zero. "So it is important that we set our course toward a world without nuclear weapons now to ensure that our children do not live under the nuclear shadow of the last century."

Hagel stands out in this regard in part because history -- first the demise of the Soviet Union, then the rise of terrorism as a global threat -- has changed how many people think about the deterrent value of nuclear weapons. For decades after the birth of the atomic age in the 1940s the chief concern was controlling the growth, and later managing the shrinkage, of nuclear arsenals without upsetting the balance of power.

Today the thinking by many national security experts has shifted as the threat of all-out nuclear war has faded and terrorist organizations with potentially global reach, like al-Qaida, are trying to get their hands on a nuclear device.

"Hagel's views reflect the growing bipartisan consensus in the U.S. security establishment that whatever benefits nuclear weapons may have had during the Cold War are now outweighed by the threat they present," said Joe Cirincione, president of the Ploughshares Fund, which supports efforts to eliminate nuclear weapons.

Hagel was co-author of a Global Zero report last May that proposed, as an interim step, reducing the U.S. arsenal to 900 weapons within a decade, with half deployed and the other half in reserve. That compares with a current U.S. stockpile of 5,000, of which 1,700 are deployed and capable of striking targets around the globe.

The report said these cuts could be taken unilaterally if not negotiated with the Russians or carried out through reciprocal U.S. and Russian presidential directives. It called the unilateral approach "less good" but feasible. At a later stage China and other nuclear weapons countries would be brought to the table for negotiations on further cuts on the path to global zero, it said.

The White House last year weighed options for substantial new cuts in the number of deployed weapons, possibly to about 1,000 or 1,100 and probably as part of a negotiation with Moscow. But a decision, following a lengthy review of U.S. nuclear targeting requirements, was put off prior to the November election. Officials and private experts close to the administration believe Obama will soon embrace those cuts.

Previous secretaries of defense have supported reducing the U.S. nuclear stockpile under certain circumstances and have paid lip service to the United States' commitment under the 1970 nuclear Non-proliferation Treaty to eventually eliminate its nuclear arms. But none has pushed these ideas like Hagel has.

"It's historic," said Bruce Blair, a co-founder of Global Zero and a former Air Force nuclear missile launch control officer.

"We will have, if he's confirmed, a secretary of defense who's committed to the sharp reduction of nuclear weapons, leading down a path toward their elimination," Blair said in an interview last week. "I don't think any sitting secretary of defense has ever come anywhere close to Hagel's advocacy for this cause."

Leon Panetta, the current defense secretary, has not taken a public stance on future nuclear reductions.

Some Pentagon chiefs, like William Perry, became public advocates for eliminating nuclear weapons after leaving office.

At least one apparently harbored doubts about the conventional wisdom while still serving.

In his 1995 memoir, Robert McNamara, who served as President John F. Kennedy's defense secretary, wrote that by the time he entered the Pentagon in 1961 he had privately concluded that nuclear arms served no useful purpose. But he could not say that publicly, he wrote, because it contradicted established U.S. policy.

Samsung SCHi337 appears in UAProf, teases bad pun, 1080p display

Mum's still the word on the arrival of Samsung's next Galaxy S device, but that hasn't stopped fans from speculating. The latest? A user agent profile for a SCH-i337, a Samsung manufactured handset boasting a 1080p display. The UAProf reveals little else about the device, but its lame 1337 naming convention playfully suggests something impressive is coming our way. The Galaxy S IV, perhaps? We're not quite ready to make that call -- but Sammy has to do something with that new Exynos chip, doesn't it? Read on for a peek at the user data yourself, or take a gander at the whole thing at the rightmost source link.

PlayerScale Says Its Gaming Infrastructure Is Being Used By 100M ...

PlayerScale, which provides a range of backend services for game developers, is announcing today that its platform now has more than 100 million players.

Since PlayerScale is building the infrastructure rather than the games themselves, it?s unlikely that many of those 100 million actually think of themselves as ?PlayerScale users,? or are necessarily aware of the platform at all. Nonetheless, the announcement suggests that PlayerScale?s tools are being used by a broad audience of gamers. (CEO Jesper Jensen told me that users create in-game profiles and log in through Facebook, so while it?s possible that there are a few ?repeats,? for the most part these are unique users.)

The company?s offerings include integration with payments systems, multiplayer support, in-game chat, data management, and player matchmaking. It?s supposed to work on console, browser-based, PC/Mac, and mobile games. Jensen said the company focuses on ?the convergence of content from these sectors ? mobile, social and casual.?

PlayerScale image

PlayerScale is now being implemented across 4,000 games from more than 2,600 game developers, including SGN (Social Gaming Network, which has put a big emphasis on cross-platform development), Con Artist Games and 505 Games. One of the big goals, Jensen said, is to allow developers to focus on the creative aspects of game development, rather than the backend infrastructure.

The company was founded in 2011. It is self-funded and cash-flow positive.

PlayerScale? develops software infrastructure for cross-platform gaming. Their backend software gives gaming publishers and aggregators the ability to scale titles across casual, social and mobile platforms in a rapid and seamless manner.

5 Reasons You Should List Your House TODAY!

Points About PointsMany?homeowners are waiting?until the Spring ?buying season? to list their homes for sale. Here are five reasons why that might not make sense this year:

1.) Demand Is High

Homes are selling at a pace not seen since 2007. The most recent Existing Home Sales Report by the National Association of Realtors (NAR) showed that annual sales in 2012 increased 9.2% over 2011. There are buyers out there right now and they are serious about purchasing.

2.) Supply Is Low

The monthly supply of houses for sale is at its lowest point (4.4 months) since May of 2005. The current month?s supply is down 21.6% from the same time last year. Historically, inventory increases dramatically in the spring. Selling now when demand is high and supply is low may garner you your best price.

3.) New Construction Is Coming Back

Over the last several years, most homeowners selling their home did not have to compete with a new construction project around the block. As the market is recovering, more and more builders are jumping back in. These ?shiny? new homes will again become competition as they are an attractive alternative to many purchasers.

4.) Interest Rates Are Projected to Inch Up

The Mortgage Bankers? Association has projected mortgage interest rates will inch up approximately one full point in 2013. Whether you are moving up or moving down, your housing expense will be more a year from now if a mortgage is necessary to purchase your next home.

5.) Timelines Will Be Shorter

The dramatic increase in transactions caused many challenges to the process of buying or selling a home in 2012. We waited for inspections, dealt with last minute appraisals and prayed that the bank didn?t ask for ?just one more piece of paper? before issuing a commitment on the mortgage. There are fewer transactions this time of year. That means that timetables on each component of the home buying process will be friendlier for those involved in transactions over the next 90 days.

These are five?good reasons why you should consider listing your house today instead of waiting.

BlackBerry Z10 priced at ?480 sim-free by purported Carphone Warehouse database leak (update)

BlackBerry Z10 purportedly hits Carphone Warehouse database, 480 unlocked

With all the BlackBerry 10 leaks as of late, it seems inevitable that pricing info would get ousted in the lead up to January 30th. Thanks to an anonymous tipster, it appears that the the sim-free version of RIM's Z10 will cost UKers a cool £480 at Carphone Warehouse (for perspective, a 16GB iPhone 5 would run you just roughly £30 more). The leak comes from what's said to be a snapshot of the company's internal database, listing the white variant. The attached BLAZ10WHI model number also syncs up nicely with the previous slip from the retailer. At this rate, not much is going to be left to the imagination when RIM officially unveils its devices come Monday -- who likes surprises anyway, right?

Update: We've updated the post to reflect that the phone was touted to us as "sim-free," specifically.

Easier To Recover Back You Are Any Kind Of Data Through Data ...

If you have ever used point of sale software applications in your restaurant, by now you already know how vital a tool it is, especially when it comes to streamlining the major operations of your hotel business. Many of these POS software providers like? http://www.possoftwaresystems.net/ have deep insights into the many difficulties you might encounter when running your restaurant, and it?s no wonder they are working day and night to come up with a solution that can ease them. This explains the new trends and designs for this software particularly suited for restaurants. The latest software is flexible and user-friendly as well, unlike their ancient counterparts. The recent software is upgradable and offers many options to the restaurant manager.

Point of sale software can act as organizational tool in your restaurants. Apart from just assisting you to process payments, it has the capacity of acting as a major organizational gadget for your retail business. If your business is properly organized, it means that it will run more effectively, serve more customers, which will translate into more cash. Some of the key things, which the software can help you to achieve, include tracking of order. The days when people used to write orders on a piece of paper and quickly disappear into kitchens are over. These systems take the order and precisely prints it out for the kitchen staff.

Advantages and Disadvantages of Free Point of Sale Software

Point of sale software is essential in any retail stores for better product management and customer service. Many business owners are making the use of free system to minimize additional expenses. The point of sale software replaces cash registers effectively. It is also readily available online. Other advantages of using a free system include its user friendliness and accessibility of software with no cost at all. You can quickly view and study the various features present in the system. Among all advantages, there are also drawbacks from the software.

Many companies offer free point of sale software. However, these free offers still cost you a fee. Basic modules are given free of charge but additional trainings can be costly. When you purchase the software, proper training is provided to avoid errors in configuring the software. Meanwhile, some programs cannot be accessed fully. Free point of sale software is usually non-specific. Moreover, each system is designed specifically for a certain purpose. For instance, a system for a hotel business may be not suitable for grocery store business. Most importantly, free software does not give you specific technical instructions. If you are not technically advanced, you may have a hard time dealing with complex technical troubleshooting. In addition, availing free software will not provide you the latest version at http://www.possoftwaresystems.net/free-download/.
Many business owners rate the ?point of sale? as the most important part of their store. The point of sale is where the customer sales take place. This includes grocery stores, salons and retail areas. The location must be prime. Grocery business owners set theirs up strategically, across the store. That way, the customers have more incentive to look down various aisles and be encouraged to buy more groceries. There are magazines, candy, and other products to buy while someone waits in line, which increases impulse sales.

Over the years, point of sale has gone from something ordinary to an art form, as people try to maximize profits by choosing where to conduct sales. Business leaders say that an important aspect is how natural the point of sale system seems. Instead of forcing more merchandise and suggestions on the customer, it is done with the layout itself. Or the point of sale can be subtle, such as a waitress ringing up a person?s bill in a restaurant in the blink of an eye, to seem impressive.

Businesses have said that they?ve saved thousands or even millions by choosing a strategic, well set up point of sale. Where should it be? What should it have? They are fiercely looking at their competitors, as the fight for the most optimal point of sale areas has advanced with time and technology.

What You Need With Your Point Of Sale Software

Point of sale software monitors transactions, keeps records, and executes precise instructions. Digital point of software is by far the most advanced, with the capability to multi-task and do the work of dozens of employees. However, choosing the right one is often a matter of choosing the right extra equipment. To understand this, here are the essential pieces you must have.

A mainstream computer is among the best to get, since the more established ones have begun making themselves compatible with customer software. Apple is popular, but the king of point of sale computers is Windows PC. Accordingly, name brand receipt printers such as HP will complement your point of sale software nicely. The same is true with the main printer, which with Windows can be Star or Epson.

Point of sale software also requires a cash drawer. While the new buyer may snag the first cash drawer they see?what the real difference is?cash drawer problems are some of the most common problems in point of sale transactions within grocery stores. This gives you a chance while you?re buying one to make sure of the register?s job performance. Another sticky situation can be the effectiveness of the scanner. Datalogic, Microscan, and Metrologic are among the finest brands to look into. With some careful planning, you can get the perfect support system for your point of sale software.

Parker Movie Review Movie Review, Christian Reviews and Ratings

Release Date: January 25, 2013
Rating: R for strong violence, language throughout and brief sexual content/nudity
Genre: Action
Run Time: 118 min.
Director: Taylor Hackford
Cast: Jason Statham, Jennifer Lopez, Michael Chiklis, Wendell Pierce, Clifton Collins Jr., Patti Lupone, Micah A. Hauptman, Bobby Cannavale, Nick Nolte, Emma Booth, Carlos Carrasco

The first credit at the conclusion of Parker, the new crime caper starring Jason Statham, reads, "In memory of Donald E. Westlake." The shoutout to author Westlake, who wrote a series of Parker novels under the pen name Richard Stark, feels appropriate, given that Parker director Taylor Hackford and writer John J. McLaughlin (Hitchcock, Black Swan) have done justice to the tone of Westlake?s series of novels centered on Parker.

That?s not to say you should rush out and buy a ticket. Westlake?s character is a criminal who, over the course of 24 novels, gets caught up in a number of heists, jobs-gone-bad, double crossings and back-stabbings. He uses his wits to stay a step ahead of those pursuing him, somehow coming out ahead of his rivals. His mission in this story and others is, in a word, revenge.

The Parker character has been seen on the big screen multiple times over the decades, although Westlake?s character has gone by different names until now. He?s best known as the protagonist (named Walker) of John Boorman?s Point Blank (1967), and was played by Mel Gibson in 1999?s Payback, where the character?s name was Porter.

This latest Parker story, based on Westlake?s Flashfire, starts with the title character teaming with a group of lowlifes who include Michael Chiklis (TV?s The Shield), Wendell Pierce (HBO?s The Wire) and Clifton Collins Jr. (Sunshine Cleaning, Extract). They hit a county fair that?s flush with cash, but when Parker demands his fair share of the haul, the team turns on him and leaves him for dead.

Parker survives, and so does his moral code, such as it is. "When I enter into an agreement, terms must be honored on both sides," Parker explains. Otherwise, chaos ensues. And ensue it does, as Parker tracks down the men who wronged him, with the help of Leslie (Jennifer Lopez), a down-on-her-luck Florida real-estate agent who needs a big payday of her own.

Parker may have his own code, but it?s not based on anything greater than himself. He respects his criminal mentor (Nick Nolte) and tries, in his own twisted way, to love his girlfriend (Emma Booth) and remain faithful to her (he doesn?t resist the divorced Leslie?s kisses, but refuses offers to take her out for drinks). Yet the story of Parker is a basic revenge plot, and however well done it may be, it?s still centered on motives that are far from Romans 12:19.

"Civilized people need to follow rules but these are mine: I don?t steal from people who can?t afford it and I don?t hurt people who don?t deserve it," says Parker, laying out another of his axioms. ?I?m just going to put things right.?

We can?t ultimately "put things right" on our own, of course, but in Parker?s world, trying to do so is a form of honor. He's doing what he thinks is orderly and proper.

So is director Hackford. For the first time in a long time, a filmmaker has put things right in bringing the Parker character to the screen. If Parker doesn?t capture every nuance of Westlake?s novels, it at least feels true to their spirit.

Technology kills jobs for middle class | TribLIVE

By The Associated Press

Published: Saturday, January 26, 2013, 12:01?a.m.
Updated 14 hours ago

NEW YORK ? Five years after the start of the Great Recession, the toll is terrifyingly clear: Millions of middle-class jobs have been lost in developed countries the world over.

And the situation is even worse than it appears.

Most of the jobs will never return, and millions more are likely to vanish as well, say experts who study the labor market. What?s more, these jobs aren?t just being lost to China and other developing countries, and they aren?t just factory work. Increasingly, jobs are disappearing in the service sector, home to two-thirds of all workers.

They?re being obliterated by technology.

Year after year, the software that runs computers and an array of other machines and devices becomes more sophisticated and powerful and capable of doing more efficiently tasks that humans have always done. For decades, science fiction warned of a future when we would be architects of our own obsolescence, replaced by our machines; an Associated Press analysis finds that the future has arrived.

?The jobs that are going away aren?t coming back,? says Andrew McAfee, principal research scientist at the Center for Digital Business at the Massachusetts Institute of Technology and co-author of ?Race Against the Machine.? ??I have never seen a period where computers demonstrated as many skills and abilities as they have over the past seven years.?

The global economy is being reshaped by machines that generate and analyze vast amounts of data; by devices such as smartphones and tablet computers that let people work just about anywhere; by smarter, nimbler robots; and by services that let businesses rent computing power when they need it, instead of installing expensive equipment and hiring IT staffs to run it. Whole employment categories, from secretaries to travel agents, are starting to disappear.

?There?s no sector of the economy that?s going to get a pass,? says Martin Ford, who runs a software company and wrote ?The Lights in the Tunnel,? a book predicting widespread job losses. ?It?s everywhere.?

The numbers startle labor economists. In the United States, half the 7.5 million jobs lost during the Great Recession were in industries that pay middle-class wages, ranging from $38,000 to $68,000. But only 2 percent of the 3.5 million jobs gained since the recession ended in June 2009 are in midpay industries. Nearly 70 percent are in low-pay industries, 29 percent in industries that pay well.

In the 17 European countries that use the euro as their currency, the numbers are worse. Almost 4.3 million low-pay jobs have been gained since mid-2009, but the loss of midpay jobs has never stopped. A total of 7.6 million disappeared from January 2008 through last June.

Experts warn that this ?hollowing out? of the middle-class workforce is far from over. They predict the loss of millions more jobs as technology becomes even more sophisticated and reaches deeper into our lives. Maarten Goos, an economist at the University of Leuven in Belgium, says Europe could double its middle-class job losses.

Some occupations are beneficiaries of the march of technology, such as software engineers and app designers for smartphones and tablet computers. Overall, though, technology is eliminating far more jobs than it is creating.

To understand the impact technology is having on middle-class jobs in developed countries, the AP analyzed employment data from 20 countries; tracked changes in hiring by industry, pay and task; compared job losses and gains during recessions and expansions over the past four decades; and interviewed economists, technology experts, robot manufacturers, software developers, entrepreneurs and people in the labor force who ranged from CEOs to the unemployed.

The AP?s key findings:

? For more than three decades, technology has reduced the number of jobs in manufacturing. Robots and other machines controlled by computer programs work faster and make fewer mistakes than humans. Now, that same efficiency is being unleashed in the service economy, which employs more than two-thirds of the workforce in developed countries. Technology is eliminating jobs in office buildings, retail establishments and other businesses consumers deal with every day.

? Technology is being adopted by every kind of organization that employs people. It?s replacing workers in large corporations and small businesses, established companies and start-ups. It?s being used by schools, colleges and universities; hospitals and other medical facilities; nonprofit organizations and the military.

? The most vulnerable workers are doing repetitive tasks that programmers can write software for ? an accountant checking a list of numbers, an office manager filing forms, a paralegal reviewing documents for key words to help in a case. As software becomes even more sophisticated, victims are expected to include those who juggle tasks, such as supervisors and managers ? workers who thought they were protected by a college degree.

? Thanks to technology, companies in the Standard & Poor?s 500 stock index reported one-third more profit the past year than they earned the year before the Great Recession. They?ve also expanded their businesses, but total employment, at 21.1 million, has declined by a half-million.

? Start-ups account for much of the job growth in developed economies, but software is allowing entrepreneurs to launch businesses with a third fewer employees than in the 1990s. There is less need for administrative support and back-office jobs that handle accounting, payroll and benefits.

? It?s becoming a self-serve world. Instead of relying on someone else in the workplace or our personal lives, we use technology to do tasks ourselves. Some find this frustrating; others like the feeling of control. Either way, this trend will only grow as software permeates our lives.

? Technology is replacing workers in developed countries regardless of their politics, policies and laws. Union rules and labor laws may slow the dismissal of employees, but no country is attempting to prohibit organizations from using technology that allows them to operate more efficiently ? and with fewer employees.

Technological innovations have been throwing people out of jobs for centuries. But they eventually created more work, and greater wealth, than they destroyed. Ford, the author and software engineer, thinks there is reason to believe that this time will be different. He sees virtually no end to the inroads of computers into the workplace. Eventually, he says, software will threaten the livelihoods of doctors, lawyers and other highly skilled professionals.

Many economists are encouraged by history and think the gains eventually will outweigh the losses. But even they have doubts.

?What?s different this time is that digital technologies show up in every corner of the economy,? McAfee says.

Peter Lindert, an economist at the University of California, Davis, says the computer is more destructive than innovations in the Industrial Revolution because the pace at which it is upending industries makes it hard for people to adapt.

Occupations that provided middle-class lifestyles for generations can disappear in a few years. Utility meter readers are just one example. As power companies began installing so-called smart readers outside homes, the number of meter readers in the United States plunged from 56,000 in 2001 to 36,000 in 2010, according to the Labor Department.

In 10 years? That number is expected to be zero.

FCC tweaks Broadband Acceleration Initiative to expedite network expansion, temporary cell tower deployment

FCC tweaks Broadband Acceleration Initiative for accelerated deployment, makes erecting temporary cell towers easier

Waiting for LTE to roll out to your neighborhood? FCC Chairman Julius Genachowski understands, and he's trying to speed up the process. The commission's head honcho recently announced new actions to the Broadband Acceleration Initiative, clarifying technical provisions within the Middle Class Tax Relief and Job Creation Act of 2012 that should make mobile broadband deployment a little easier. The crux of the change focuses on how requests to modify existing base stations and wireless towers are reviewed, and is designed to give providers less pause when investing in building out their infrastructure.

"Just as is the case for our nation's roads and bridges, we must continue to invest in improvements to cell towers and transmission equipment, in order to ensure ubiquitous, high-speed Internet for all Americans," Genachowski said in an official statement. "To keep pace with technological advances, such as the advent of small cells, and to lay the groundwork for new developments, our policies must continue to adapt." Speaking of adaptation, the Chairman's announcement also noted FCC efforts to expedite the installation of temporary cell towers, used to bolster network capacity for events like the Super Bowl or Olympics. You wouldn't want to miss tweeting about the half time show, would you? Read on for the Chairman's official announcement.

FCC CHAIRMAN JULIUS GENACHOWSKI ANNOUNCES NEW BROADBAND ACCELERATION INITIATIVE ACTIONS; CLARIFIES RULES TO SPEED WIRELESS INFRASTRUCTURE DEPLOYMENT; MOVES TO EXPEDITE TEMPORARY CELL TOWERS

Actions would provide more certainty to providers and spur private investment and deployment of critical high-speed Internet equipment

(Washington, D.C.) - FCC Chairman Julius Genachowski today announced new actions as part of the Broadband Acceleration Initiative, a comprehensive effort to remove barriers to broadband build-out, including streamlining the deployment of mobile broadband infrastructure, such as towers, distributed antenna systems (DAS) and small cells.

The Commission defined and clarified a technical provision in the Middle Class Tax Relief and Job Creation Act of 2012 regarding local review of requests to modify an existing wireless tower or base station. This provision will accelerate deployment and delivery of high-speed mobile broadband to communities across the nation. This action will create greater certainty and predictability for providers that today invest more than $25 billion per year in mobile infrastructure, one of the largest U.S. sectors for private investment.

The Commission today also launched a proceeding to expedite placement of temporary cell towers - cells on wheels (COWs) and cells on light trucks (COLTs) - that are used to expand capacity during special events, such as the Inauguration or the Super Bowl.

Chairman Genachowski also announced actions in the coming months to further streamline DAS and small cell deployment; examine whether current application of the tower siting shot clock offers sufficient clarity to industry and municipalities; and begin developing model facility siting rules for localities. Each of these actions would contribute to faster, more efficient deployment of wireless infrastructure.

Chairman Genachowski said, "Providing more certainty to industry and municipalities, and more flexibility to carriers to meet extraordinary, short-term service needs will accelerate private and public investment to strengthen our nation's communications networks. Just as is the case for our nation's roads and bridges, we must continue to invest in improvements to cell towers and transmission equipment, in order to ensure ubiquitous, high-speed Internet for all Americans. To keep pace with technological advances, such as the advent of small cells, and to lay the groundwork for new developments, our policies must continue to adapt."

Animation shows Arctic chill crawling across the U.S.

If you live anywhere within the northern two-thirds of the United States, you've probably noticed that it's pretty chilly outside. The plunge in temperatures over the past few days comes courtesy of an invasion of Arctic air that has been captured in a mesmerizing new animation from the National Oceanic and Atmospheric Administration.

The animation, made with weather data from the NOAA/NCEP Real-Time Mesoscale Analysis, begins on Saturday (Jan. 19) with very cold air seen only over the Rockies, Montana, North Dakota, the northern half of Minnesota and the northern portions of New England. Much of the eastern and central parts of the country saw weekend weather that was balmier than usual for mid-January.

Thanks to a kink in the jet stream that brought it dipping down, the cold air begins plunging southward on Sunday, mostly in the northern plains states and the Midwest. On Monday it begins to surge even farther to the south, covering the Plains, the Midwest, the Northeast and even extending into some of the southern states.

The cold surge retreats a bit later in the day, then makes another push on Tuesday, fully extending into the northern parts of Mississippi, Alabama and Georgia. The pattern repeats on Wednesday, with the cold receding much farther north later in the day, before making another southward push on Thursday.

All the back-and-forth is caused by diurnal cycle of heating and cooling, a NOAA statement explains, but "the pattern is clear: much of the U.S. is pretty cold," it notes.

The cold air is expected to retreat from the Midwest this weekend, letting warmer air force its way in, according to Accuweather.com. The collision of these air masses will bring an ice storm to the region, the site's meteorologists predict.

Snow and icy weather could hit the eastern United States starting tomorrow (Jan. 25), with temperatures finally rising above freezing over the weekend or early next week, depending on the location.

Factory activity gains speed, jobless claims drop

WASHINGTON (Reuters) - Factory activity grew the most in nearly two years in January and the number of new claims for jobless benefits dropped to a five-year low last week, giving surprisingly strong signals on the economy's pulse.

Financial information firm Markit on Thursday said its preliminary Purchasing Managers Index for manufacturing rose to 56.1 this month, its best showing since March 2011. A reading above 50 indicates expansion.

A separate report from the Labor Department showed initial claims for state unemployment benefits fell by 5,000 to 330,000, the lowest since January 2008 when the 2007-2009 recession had just begun.

Together, the data suggest the economy entered the new year with some underlying momentum despite an ongoing political battle in Washington over fiscal policy.

"The economy is structurally doing a little bit better," said Michael Strauss, an economist at Commonfund in Wilton, Connecticut.

Analysts polled by Reuters had expected Markit's "flash" factory gauge to slip and looked for claims to rise to 355,000.

The unexpectedly strong U.S. data helped U.S. stocks to rise, reversing early declines caused by disappointing revenues reported by Apple Inc. Better-than-expected economic news from the euro zone and China also supported stocks.

Economists have cautioned about reading too deeply into this month's figures on jobless claims, which tend to be volatile around this time of the year because of large swings in the model the government uses to iron out seasonal fluctuations.

Still, claims have fallen for two straight weeks, suggesting employers do not yet see tax hikes enacted this month as a big threat to consumer demand.

A four-week moving average for new claims, meant to provide a better sense of underlying trends, fell 8,250 to 351,750, the lowest since March 2008.

The data helped the dollar extend gains versus the yen, while U.S. Treasury debt prices fell.

PRE-RECESSION LEVEL

Claims are now at roughly the same level they were in much of 2006 and 2007. They started trending higher around December 2007, the month the recession began.

However, while employers have pulled back on layoffs, they have only added jobs at a lackluster pace.

Analysts polled by Reuters expect the government's employment report due on February 1 will show 165,000 jobs were added to payrolls this month, up from 155,000 new positions in December. The unemployment rate is expected to hold steady at 7.8 percent.

Like the claims data, Markit's factory report also offered support for the idea that the labor market recovery was gaining traction with new jobs in the sector being created at the fastest pace in nine months.

A Markit subindex showed factory output grew at its fastest pace since March 2012, while new orders also rose. The new orders gauge hit 57.7, its highest level since May 2010.

Improved economic conditions in China and some parts of Europe helped boost orders from abroad, but firms largely tied the growth surge to higher demand from U.S. customers.

"It is the domestic market that is clearly providing the main impetus to the upturn," said Markit chief economist Chris Williamson.

Aggressive monetary stimulus from the Federal Reserve and a last-minute deal by Congress to reduce the size of the tax hike gave a boost to business confidence, Williamson said.

A third gauge of economic health released on Thursday also beat analysts' forecasts. The private Conference Board's Leading Economic Index gained 0.5 percent to 93.9 last month, pointing to an improvement in growth.

Why You Should Put Off the Relationship Talk | Love & Sex | GalTime

When should you have the relationship talk? Maybe never.

So you're wondering what's going on between you and the person you're dating. You want to know what the?deal?is. Where things?stand. You think it's time to have the conversation.

Don't do it. In fact, delay that conversation as long as you possibly can, maybe indefinitely. Why? Because the first person who brings it up loses.

The need to "have the talk" may seem all mature and adult, but really, it's just you scratching an insecure itch. You need "to know." I counter with this: If you're having a fun, great, sexy time, why, oh, why would you drop those dreaded words, "Where is this going?" It's the relationship equivalent of walking into the middle of a great party, turning off the music, flipping on all the lights, and saying, "So, I just want to check. Is everyone having a good time?"

I did this a few years back. I regret it and would never do it now. I had been seeing the guy a few weeks. He was a bit of a tough read, and I got insecure. I thought I?d help things along or feel better by asking, ?So, what is the deal--I mean, are we seeing other people, or?? It was a moment of weakness. Big mistake. The whole tenuous, if promising, thing collapsed on itself a short while later. And while that wasn't the only reason, I sped it to its short and brutish end. Like driving into a wall at 60 mph.

I've also been on the other side, by the way, many times. I gently tried to back off this very conversation with partners because it felt like I was being asked to make a decision I wasn't ready to make. I felt pressured to say what I think he wanted to hear and, if that's your idea of honesty, well, it's not. I've often found myself marking time FROM THIS TALK, wondering who would be the one to bail out first. Why create this pressure when you're really trying to get to know someone? Keep it a little gray--a little mysterious. This is how you keep that intrigue alive.

RELATED?5 Reasons to Answer That Booty Call

Ask yourself this: Why do I need to ask? What do I really want to know? What do I hope to accomplish??And while I can?t purport to read your mind, I?ll assume you?re craving what most humans do: significance and security. You want to know what?s going on, not because you?re conducting an investigation, but because you want to assuage the nagging fear and be reassured that you are special. You already are--can't you tell??Nothing?is totally secure in love and life, and no one owes you a sense of security.

And if your reason is that you're afraid he'll meet someone else? He could meet someone else regardless. There's always that risk. What would happen if you held off on the grand summit meeting and just enjoyed the person without worrying about how to categorize or title or otherwise claim him? You get the best of both of you--and your own privacy, too.

"But I want us to be honest with each other!", you cry. You can and should be open and communicative, yes. But unless you're about to close on a house together or do something else that's legally binding (like marriage), there's nothing to be gained by this conversation. What you want is to have him (or her) keep showing up. Now's not the time to ask him to sign the paperwork so you can issue him an official badge. He doesn't need one.

RELATED?Should You Ask Him Out?

Also: Don't confuse honesty with security. You think that if you know more about what's going on under the hood you'll feel better, but that may not be the case.?Do you really want to know he likes you a lot but is getting over a crush from last summer, or that his ex-girlfriend has been calling again? Does he want to know you're sort of weaning off this other guy? No, no, and no. Not your biz, not his problem. It doesn't matter. What matters is that you keep choosing to spend time with and enjoy each other. It's the actions that matter, not the?definition?of those actions. You don't have to kick the tires every two seconds. Just?drive.

Oh--and screw your Facebook status. Honestly. If you're making relationship decisions so you can click a box, I fear for your future. Because checking a box has driven more than one person into relationships--and marriages--that shouldn't have happened. Labeling your life isn't the same as living it.

Case in point: A client of mine has kindled a connection with a man who lives states away, and a good chunk of the year overseas. She wants to know if he?s her boyfriend or if he could be, and worries that by not nailing it down that she?s succumbing to game playing. I tell her, in fact, she?s not a pawn in some game; she?s very much in control of her actions. And yes, it?is?a game?and the goal is to?keep the ball in play.?You do this by maintaining a rich and vital connection, staying in touch and letting that person know you?re very much interested. As soon as she tries to get him to submit to certain rules or titles, I warned her she?ll scare him away, and he?s already far away.

Let's get one thing straight: That discomfort you feel? That excitement? It exists due to the simple fact that things are NOT SET YET. Enjoy it. Don't suck the life out of it in an effort to make it shelf stable. If you're still with this guy 10 years from now, there will be a point, sooner than you think, when you'll wonder where the magic went. This nervousness and thrill is par for the course?and trust me, you?ll miss it when it?s gone.

Exxon Mobil meets Kurd leader after Baghdad talks

BAGHDAD (AP) ? Iraq's Kurdish regional government says its president has held talks with the head of Exxon Mobil amid signs that the energy giant may be exploring new options with the Kurds' rival, the central government in Baghdad.

The Kurds said late Tuesday that regional President Massoud Barzani met with Exxon Chairman and CEO Rex Tillerson in Switzerland and discussed company activities. It gave no further details.

Exxon infuriated Baghdad in 2011 by signing a deal with the Kurds to hunt for oil in their region and in nearby disputed territories.

Tillerson's talks followed a rare meeting Monday with Iraqi Prime Minister Nouri al-Maliki.

Exxon had planned to sell a key stake in Iraq's south and focus instead on the Kurdish contract, though Monday's talks prompted speculation it is reconsidering those plans.

Sugar and calories cut in soft drinks

Flag of the United KingdomLeading soft drinks brands Lucozade and Ribena will reduce the amount of sugar and calories in their products by up to 10 per cent as part of the Government?s drive to curb obesity levels, Public Health Minister Anna Soubry has announced.

Speaking at the Food and Drink Federation?s ?Delivering Healthy Growth? stakeholder event, the minister unveiled the latest brands to sign up to the Responsibility Deal?s calorie reduction pledge. Ribena ready to drink and Lucozade Energy will reduce the amount of sugar and calories by up to 10 per cent; AG Barr, who produce IrnBru, will reduce the calorific content across their portfolio of drinks by five per cent; and J2O will launch two flavors in a new slim-line can which will represent a 10 per cent calorie reduction compared with their standard 275mL bottle.

The Public Health Responsibility Deal aims to tap into the potential for businesses and other influential organizations to make a significant contribution to improving public health by helping us to create this environment.

England has some of the highest obesity rates in the developed world with 60? per cent of adults and one third of 10 and 11 year olds being overweight or obese. The Government?s Obesity Call to Action outlined that consuming too many calories is at the heart of the problem and through initiatives like the Responsibility Deal Calorie Reduction pledge concerted action is needed.

Co-operative Food will look at controlling calories through a variety of measures, including establishing calorie guidelines and target levels in popular product lines; and

Burtons Biscuits Company will offer more portion control packs and will be reviewing its recipes to reduce calories where possible within its portfolio.

Public Health Minister Anna Soubry said:

?Being overweight and not eating well is bad for our health. To reverse the rising tide of obesity we have challenged the nation to reduce our calorie intake by five billion calories a day. On average that?s just 100 calories less a day per person.

?Today?s announcement will cut the calories and sugar by up to 10 per cent in leading brands like Lucozade and Ribena. Through the Responsibility Deal we are already achieving real progress in helping people reduce the calories and salt in their diet. Overall, more than 480 companies including many leading high street brands have signed up to the Responsibility Deal.

?All of the major supermarkets have now committed to removing artificial trans fats, and over 70 per cent of fast food and takeaway meals sold on the high street have calories clearly labeled, but more needs to be done.

?We are encouraged by the extra businesses which have signed up today but I want to see even more progress.? All in the food industry have a part to play and I now expect companies which are not yet taking action to come forward and make pledges.?

Chair of the Responsibility Deal Food Network Dr Susan Jebb said:

?I?m pleased to see the soft drinks manufacturers, like GSK, AG Barr and Britvic join Coca-Cola and PepsiCo to make some very real commitments to help consumers? cut down on their calories as they take control of their weight.?

?I hope we will now see others, including the out of home sector, taking a careful look at how they can build on this and come to the table with new commitments to encourage their customers choose smaller portions and swap to lower calorie options.?

Director General of the Food and Drink Federation Melanie Leech said:

?We commend these businesses for joining existing pledge signatories in a shared commitment to support the calorie reduction challenge issued to the nation by ministers last year. Of the 31 pledge signatories, 15 are manufacturers, demonstrating our sector?s willingness to engage and deliver improved public health outcomes under the Deal.

?On calorie reduction, and the other pledges already issued by the Food Network, we urge the Department of Health to continue its efforts to broaden engagement and bring in new companies to work with those of our members, and others, who have already made substantial commitments through the Responsibility Deal.?

The eight new drink and food manufacturers, supermarket and catering companies which have signed up this week include GlaxoSmithKline, Co-Operative Food, Burtons Biscuits, AG Barr, Britvic, Dairy Crest Lexington Catering and CH&Co. They join the 23 companies including Mars and Tesco which have already pledged.
